N ew Delhi, May 19 : Angry over petty politicking by the Congress governments of Delhi and Haryana, thousands of youth from all parts of Delhi converged at official residence of Haryana Chief Minister Bhupinder Singh Hooda today to demand release of Delhi’s share of water held back by Haryana.
The protest organised by Delhi Bharatiya Janata Yuva Morcha was led by Delhi BJP President Shri Vijay Goel and Delhi BJYM President Shri Gauarav Khari. Shri Goel, Shri Khari and Delhi BJP general secretaries Shikha Rai and Jai Prakash also courted arrest as the police tried to stop them. They were later released during the day.
Addressing the protesters, Shri Goel said, “The overall water management system has collapsed in Delhi. Not only Delhi has not got its due share from Haryana, the much delayed Munak Canal whose cost over runs are phenomenal doesn’t have single drop of water despite tall claims made by the Chief Minister for the last one year.”
“The fact is that from Munak Canal also Delhi will only get around 75-80 MGD water. But there will still be shortfall of more than 200 MGD and the government has no plan to fill this gap. The way Congress is trying to project Munak canal as a panacea for Delhi’s water crisis is thus misleading,” he added.
Shri Goel said atleast on such sensitive issues like water crisis which affect life of every citizen of Delhi, Congress governments in Delhi and Haryana should stop shadow boxing. “A Parched Delhi is witnessing this politicking by Delhi CM and her colleagues with a sense of hurt, deep anguish and shock.”
“The political acrobatics of Congress leaders on the issue of water which is ruling both the states (Delhi and Haryana) cannot escape the eyes of angry public.”
Shri Goel said, “Every year the water crisis hits Delhi in its worst possible form during summers and yet this government has never been ready with any water management plan. Knee jerk reactions and cosmetic actions will just not do, Delhi needs a proper water management system so that permanent solutions can be found. If a government has the will then within given resources, better water management is possible. This will take care of water woes permanently.”
It is utterly disturbing that a city of 1.6 crore population which is also Capital of the country is without an effective water management plan for Delhi. The latest example is the case of Munak Canal. Even after a decade, the Canal is yet to get commissioned even though work started on it in 2003 and was supposed to finish in 27 months. Three major water treatment plants which were built with thousands of crores of rupees of public money which were to cater to water from this Canal are thus lying idle. Who is responsible for such poor planning? Who is accountable for making Delhi wait for water after making hollow promises? Who is accountable for this callous wastage of tax payers’ money?
“ With alteast 40 per cent of the water getting waste, dysfunctional pipelines, inequitable distribution, almost a 1000 per increase in water tariff, defunct sewage treatment facilities( which otherwise could have augmented water supply through recycling), slumping groundwater level, extremely poor quality of water, Delhi has entered a disaster zone on water front,” said Shri Goel.
He further added, “Many of these problems could be resolved with better water management which is people-oriented. However, the CM seems to be looking for quick-fix solutions and this approach has resulted in the persistent water crisis.”
He said, “It is also evident that the poor water supply in Delhi is benefitting Tanker Mafia which has emerged as a multi-million Rupees industry during the last 15 years.”
Shri Goel said, “I suspect that the DJB is being made dysfunctional deliberately to leave Delhi with no other option but go for privatisation where Delhi residents would suffer from arbitrary price hikes as it happened in case of power sector.”
Addressing the protesting BJYM workers, Shri Khari said, ““The BJYM workers will not relent till Delhi gets its due share of water from Haryana. It is clear that with Congress governments ruling in both Haryana and Delhi, the Delhi residents are made to suffer.
Delhi residents can see that ultimately the ongoing water crisis is an “artificial one” and the biggest beneficiary of this crisis is Tanker Mafia of Delhi. We will expose how Delhi government’s inaction is forcing people to be at the mercy of Private Tankers which are making common people shell out huge money for meeting their day to day requirement of water.”
“The youth of city is completely disillusioned with this government who is more interested in cosmetic gestures rather than addressing the issues. The government’s failure to address ongoing water crisis is an evidence of that,” Shri Khari added.

- Delhi Govt.’s poor management led to water crisis in Delhi : Goel
- BJP workers protest water scarcity across the city.
New Delhi, May 17 : The Delhi Bharatiya Janata Party today slammed the Congress government for leaving most parts of the Capital thirsty during ongoing summers. The party workers held a demonstration to protest the poor water management by Delhi government leading to massive shortages of water across the city. The demonstration led by Delhi BJP President Shri Vijay Goel was held at ITO where police used water cannons and lathicharged them.
“The crisis is so acute and the common people are in such a desperate situation that that Delhi could face severe water riots in days to come as it has happened earlier also,” Delhi BJP President Shri Vijay Goel said while addressing a demonstration held by BJP workers to protest acute water scarcity.
“Ironically, while the water tariff has been increases from 35 paisa per litre to Rs 35 per litre during Congress regime in Delhi, there is unabated deterioration in water supply across the Capital,” he added.
In fact, the residents of the city have overwhelmingly passed a verdict against the Sheila Dikshit led Congress government for mishandling the situation on water supply front in a CAG report.
Citing the latest CAG report on this issue Shri Goel said, responding to a CAG questionnaire 78.38% RWAs claimed that they did not receive sufficient water in summer, 57.66% RWAS complained that they received water for less than two hours a day in summers 53.15% RWAs felt that water supplied by DJB was unfit for drinking in summer.
More than 1600 unauthorised colonies in the city housing a population of no less than 60 lakh are worst hit with almost no piped water supply available there. “The lip service of Congress leaders cannot quench the thirst of millions in this city. The tall promises and false claims by Chief Minister Sheila Dikshit, who also heads the Delhi Jal Board, are adding insult to injury of Delhi residents. The fact is that the CAG reports and several other inquiries have exposed massive corruption in Delhi Jal Board which has led to this water crisis,” Shri Goel said.
While the Delhi government often tries to shift blame on less water coming from Haryana for for poor water supply in Delhi, the fact remains that 40 per cent of the water is getting wasted through leaky pipelines of Delhi Jal Board. “If we could stop leakage itself, it could salvage the situation to a great extent but not even one tenth of the total 10000 Km plus pipelines of DJB have been overhauled during Congress rule.”
Delhi requires close to 4200 Million Liters (ML) every day, while it gets supplied only 3200 ML from all the sources. After loss of water due to leakages from its DJB’s network water supply pipelines, the city effectively ends up with just 1900 ML of water every day for a population of more than 160 lakhs, providing just 120 liters of water on an average for a person. The basic minimum requirement for a person is 250 litres.
Thus the common people have to buy water from private suppliers at exorbitant prices to fill this gap of 130 litres.
The poor water management by DJB is also reflected in the unequal distribution of water. While People in New Delhi Municipal Corporation area get 489 liters per person every day, Cantonment area gets 515 liters, whereas most of the other areas in the city do not get even one fourth of this quantity.
Due to this poor water management, the groundwater table has declined dramatically during the last few years in the city and Congress government has done nothing to rectify this scary situation.
In South Delhi and parts of Southwest Delhi the water table has dropped by about 70 feet over the last 10 years. In the remaining parts of South Delhi, Southwest and whole of West Delhi, the groundwater level has fallen between 13 and 33 feet. In North, Northeast, East, and parts of Northwest and West Delhi, the drop is between 6.6 and 13 feet.
“Any government would be blind not to see that the city is going to get caught in the vicious web of a permanent crisis if the situation is not improved, but this government has given a free hand to tanker mafia to extract groundwater and sell that at exorbitant prices while the common people bear the irony of having permanently dry taps in their homes,” Shri Goel said.
He added, “Delhi has recently been ranked the worst environmental performer in the country, according to the Environmental Performance Index (EPI) devised by the Planning Commission. One of the parameters was its very low score on the status of ground water and annual recharge.”
“It is clear that the water crisis in the city is a result of poor water management by Delhi Jal Board aided by massive corruption in DJB and a clearly obvious plan to protect and promote tanker mafia by Congress government. This is a betrayal of the trust of common people which is condemnable,” Shri Goel said.
Several BJP leaders including Delhi BJP general secretary Ramesh Bidhuri and South Delhi District BJP President and several other leaders of the party.
Later addressing the meeting of Delhi BJP’s new office bearers, Shri Goel urged them to take the Congress government head on. The BJP President has also directed all the party legislators to identify the local issues where Delhi government has failed to provide respite to common people such as power, water and social security schemes and make people aware about the misdeeds of the Congress government. While doing this, the legislators would also look out for innovative ways and means to resolve these issues at their level to the maximum possible extent, said Shri Goel.

- Delhi BJP to focus on positive campaigning, connecting with youth : Goel
- Delhi BJP’s new executive has a blend of youth and experience
New Delhi, May 15: The Delhi BJP President Shri Vijay Goel today announced the new executive of the state unit. “The executive has the right blend of youth and experience as most of the senior and experienced leaders have been retained while several new faces have also been inducted.”
Shri Goel said, “The objective which guided the setting up of this new team is to run a highly motivated, well planned and positive campaign to ensure that Delhi residents get reprieve from the misrule of Congress government.”
“The BJP is fully geared up to fight the assembly polls due over the next few months. We are getting huge support from all sections of society. As a part of our poll strategy we have already initiated an exercise to implement poll management at the booth level,” Shri Goel said.
The party workers have been asked to span out at the grassroots level and identify professionals, youth, civil society activists and other prominent citizens in their areas and connect with them. They would be motivated to join the party and help us make Delhi a better city.
The party is in the process of appointing a senior leader as in-charge of every assembly constituency. “At every polling booth we are appointing a team of at least 10 workers to manage the electioneering and mobilise support of people,” Shri Goel said.
The elected corporators of BJP in the city are going to play a crucial part in our poll planning, he added. Each corporator is being given responsibility to identify local issues and work on resolving them. Those wards where the party doesn’t have a corporator have been allocated to the BJP corporators in the neighbouring wards.
The party has also set up various expert groups to work out on specific issues like Power, Water, Women’s Safety, Unauthorised Colonies, Transport, Education etc. These expert groups would come out with detailed action plans explaining how problems faced by Delhi residents can be resolved.
“Unlike Congress, the Delhi BJP does not believe in expressing its helplessness over various issues. The BJP’s philosophy is that if we have the will, we can have our way. That is why we are emphasising on positively connecting with people, understanding their issues and finally resolving them,” Shri Goel said.

Massive protests near PMO by BJYM demanding resignation of Prime Minister Manmohan Singh
-From PM to CM, Congress is neck deep in corruption: Goel
New Delhi, 12th May, 2013. Thousands of youth led by BJYM national President Shri Anurag Thakur and Delhi BJP President Shri Vijay Goel converged near the Prime Minister’s residence today demanding his resignation for his dubious role in unending series of scams, the recent being Railgate and Coalgate in which two ministers had to resign under pressure of the common people and the main Opposition party.
Braving the water cannons used by Delhi Police against protesters who managed to reach Race Course Road despite strong barricading by the police and closure of the RCR Metro Station, the protesters, holding placards, shouted slogans demanding that the PM should resign as he is leading the most corrupt government in the history of the country and shows no remorse for this.
Shri Goel and Shri Thakur were arrested by Police along with hundreds of other workers who also courted arrest as the Police stopped them forcibly to move towards the PM’s residence. They were released later during the day.
Addressing the protestors gathered at Aurangzeb Road in large numbers, Shri Goel said, “The ‘loot and scoot’ policy of UPA government headed by Prime Minister Manmohan Singh has led to an outrage amongst common people. This is evident by the large number of youth who joined this protest today braving severe heat wave conditions.”
“The Prime Minister is guilty of both acts of omission as well as acts of commission. He headed coal ministry when the scam took place. He tried to protect Ashwini Kumar, the former law minister whose role in tampering the Coal gate investigation reports is clearly under scanner. He also tried to protect the former Railway Minister Pawan Kumar Bansal under whose nose his close relatives were ‘auctioning’ posts in the railway ministry for crores of rupees,” he added.
Addressing the protesters, Shri Thakur said, “ Everyday, a new minister gets tainted in a new scam and there are attempts at the highest level to scuttle the probe. This government has lost confidence of the people and the PM should go. All these scams must be probed properly and the guilty should be punished.”
The BJP President Shri Rajnath Singh had announced on Saturday that the BJP will take this battle against corruption to every doorstep with BJP workers holding nationwide protests to expose the corrupt and scam tainted government which has lost confidence of common people.
Atleast a dozen ministers in the present union cabinet are scam tainted but the PM not only protects them, some of the ministers have even got promotion in cabinet reshuffles despite being scam tainted. This clearly depicts that the Congress is promoting corruption in a systemic way and it has blessings of the top Congress leadership.

BJP Corporators to take administration to doorsteps of people through “Public Hearings.” The flagship programme to commence from 1st of June – Vijay Goel
New Delhi, 10th May, 2013. In a first-of-its kind initiative at the civic bodies’ level, the Bharatiya Janata Party Corporators will start holding “Public Hearings” across the Capital in their respective wards from next month. The objective is to take administration in all three Municipal Corporations of Delhi to the doorsteps of common people.
Talking informally to the Press at a get together at the Constitution Club, Delhi BJP President Vijay Goel said that every BJP Corporator will hold this public hearing atleast twice a week. The days will be fixed and the venue will be decided according to convenience of the people. This flagship programme would commence from June 1st.
The common people in every ward would be able to approach their BJP Corporator in these public hearings. They can share their problems, concerns and suggestions.
The Corporators would take “on the spot” affirmative actions to resolve the issues, redress the concerns and implement suggestions with the help of MCD officials.
The schedule of these public hearings will be made available to the residents of every ward. The venues will be decided according to convenience of the people so that the largest number of people can approach the BJP corporators.
The decision to organise these public hearings came after a series of meetings where BJP corporators and state BJP leadership discussed ways and means to further bring the MCDs’ administration closer to citizens.
“This new initiative is a result of the series of brainstorming sessions held within the Delhi BJP to chalk out people-friendly programmes and bring administration to the doorsteps of the common people,” Delhi BJP President Shri Vijay Goel said.
Commenting on the initiative, Shri Goel said, “A good model of governance is that which is people-friendly. To make governance effective, people have to have direct access and their problems should be solved in the shortest possible time. Thus, the “Public Hearing” initiative is a welcome step in the right direction.”
“Our Corporators have done commendable work in the past and BJP as a whole has done quite a bit while being in power to make quality of life better at the ward level despite many constraints due to non-cooperative attitude of the Delhi government.
That is why people re-elected us with thumping majority in MCDs last year and recently made BJP win both the MCD seats in by polls too. I am sure that these public hearings would further strengthen our bonds with the people of Delhi,” he added.
The BJP corporators in the MCD are planning to unleash a number of other initiatives in near future to make the MCDs more responsive and accessible to Delhi residents, informed Shri Goel.

New Delhi, May 7: Congratulating the Bharatiya Janata Party workers and common people for the resounding victory on two seats in the MCD by-polls, the Delhi Bharataiya Janata Party President Shri Vijay Goel said the people have given a befitting reply to the highly personalised and negative campaign of Congress leadership in these by polls.
“Undoubtedly, the victory in these polls will further boost moral of the BJP cadres before assembly polls. More than that it is a huge dampener for the Congress Party. People’s verdict on these two seats is a reflects clearly that Delhi citizens feel outraged, angry and betrayed by the Congress government,” Shri Goel said
The BJP has won both the MCD seats, where poll results were declared today, by impressive margins. The BJP has won both the seats by a margin of more than 4000 votes each. The party has wrested Nangloi seat from Congress while it has successfully retained its Yamuna Vihar seat.
“The writing on the wall is clear. The people of Delhi have rejected Congress. Their massive advertising campaign prior to the election, which was a sheer pack of lies, could not mislead the people. Neither did their personal attacks on me worked out,” Shri Goel said.
The Congress had termed these polls as “semi-final” before the assembly polls. “People have defeated them in semi final and they would receive even a greater drubbing in coming assembly polls. If they are left with even an iota of morality, the Chief Minister should immediately step down after this drubbing as she herself termed it to be a referendum on her government’s performance,” Shri Goel said.
“I would like to reiterate that the power and water tariff hike was one of the key issues in these polls and the CM had launched a scathing attack on me when I asked for her resignation and sacking of her government due to breakdown of public order. The people of Delhi have responded to these personalised attacks on me by teaching them this hard-hitting lesson,” Shri Goel said.
This was the first by poll held after Shri Goel was given the responsibility to head the Delhi BJP.
Explaining the strategy which led to the BJP’s victory in these polls, Shri Goel said, “We had ensured that on every 20 households in these constituencies, there was a separate team of BJP workers deputed to be constantly in touch with them and take their feedback in writing.
In addition we mobilised the cadres in a well planned way and ensured effective management at the polling booth level during electioneering as well as on the polling day.”
The Delhi BJP President monitored the electioneering at these two seats personally on day-to-day basis. “The party fought these polls as a united and disciplined entity. We were able to formulate and execute our election strategy in a planned way. We were not deterred by personalised attacks and vicious campaigns by the CM and other Congress leaders,” Shri Goel said.
“This verdict is an expression of faith by common people in the BJP’s commitment and capability towards their well-being. We would continue to strive hard to meet expectations of people,” he added.
Delhi BJP President visits Sikh protesters, express solidarity and full support
New Delhi, 6th May : “The Delhi Bharatiya Janata Party has been fighting along with the Sikh community to get justice for the victims of 1984 anti-Sikh riots in Delhi and would provide full support to this quest for justice which has not been fulfilled so far due to manipulation of the investigating agencies probing these cases by the Congress government.”
Delhi Bharatiya Janata Party President Shri Vijay Goel made above remarks in light of the ongoing protest by Nirprit Kaur and Jagdish Kaur who have been sitting on dharna demanding justice by bringing the perpetrators of these riots to book.
“I not only morally support the protest of these two women whose protests symbolise the anguish of the Sikh Community owing to delayed disposition of cases and the high and mighty getting scot free, but I would like to reiterate that the BJP would leave no stone unturned to bring the guilty to the book,” Shri Goel said.
“What happened in 1984 was a carnage and it was crime against humanity. It is shocking that even 29 years after these riots, those who suffered continue to await for justice and justifiably feel wronged by the government of the day,” Shri Goel said.
“In 1984, the BJP cadres participated in rescue of the Sikhs who were being targeted by mobs led and instigated by Congress leaders. Ever since then we have been standing with the Sikh community and would continue to do so,” he added.
The Delhi BJP has demanded that the acquittal of former Congress MP Sajjan Kumar in one of the cases by a recent court should be challenged in the Delhi High Court, cases against another Congress leaders, which have been reopened on behest of the Court should be expeditiously disposed off in a fixed time frame.
“It is clear that the Central Bureau of Investigation and Delhi Police have not done their duty. Their dubious role has been recorded and commented upon by several inquiry commissions and committees as well as judiciary. It also clear that all this has been done at the behest of Congress government as this miscarriage of justice has benefited Congress leaders who were charged for their condemnable role in these riots,” Shri Goel said.
The deplorable silence of Congress on this issue is a clear indication that it has deliberately derailed the investigations and pursuit of cases in the courts to protect its leaders by either giving clean chits to them or through building up of ‘weak’ cases which could not stand the scrutiny of law.

Goel further took to task the Congress government on the multi faceted failure of congress on all fronts including corruption, scams and non governance. He pointed out that BJP had opposed the appointment of CBI director Ranjit Sinha in 2012. CVC and CBI are being used for cover ups and political intimidations.

New Delhi, 3rd May, 2013. Expressing his solidarity with the Sikh community in the Capital which has been venting its anguish over the last couple of days over acquittal of Congress leader Sajjan Kumar in a 1984 anti-Sikh riots case, the Delhi Bharatiya Janata Party President Shri Vijay Goel said, “I empathies with the community which feels betrayed as justice has not been delayed but justice has been denied to them.”
Shri Goel said, “The Congress government over the years have never shown the will and intentions to take these long pending cases to the logical end. The anti-Sikh pogrom happened during Congress’ regime and it has failed to ensure that justice is delivered by bringing the guilty to the book.”
Shri Goel said, it was the during the NDA regime that the Nanawati Commission was constituted to conduct an inquiry into the 1984 riots. The CBI had registered cases against Congress MP Sajjan Kumar in 2005 only on the recommendations of the Nanavati Commission.
“No cases would not have been registered against those who led and participated the carnage against Sikhs in the Capital had the NDA government not ensured a speedy and effective inquiry,” he added.
The CBI’s status as an independent agency is already under scanner as it is evident that it has been subjugated by its political masters to serve their purpose. It clearly appears that the CBI did not carry out its duty in action as well as spirit leading to acquittal of former Congress MP Sajjan Kumar getting the “benefit of doubt”
“It is strange that in the same case while the five co-accused have been convicted, Sajjan Kumar was acquitted. This further strengthens our belief that the CBI deliberately left loopholes in this case which resulted in this acquittal,” Shri Goel said.
“The Delhi Police also played a dubious role and there were clear attempts to manipulate this case. Even the court has observed, “From the day one itself, Delhi Police has tried to shield the former Congress MP Sajjan Kumar from the grasp of law,” he added.
The Delhi BJP opposes this travesty of justice and would not let this case and all such cases rest unless all the guilty are brought to the book.
“Our party stands by the Sikh community and would continue with its fight to ensure that justice, though delayed by this time, is not denied to Sikhs in the Capital anymore,” Shri Goel said.
Shri Goel announced, “It is clear that the CBI has now become ‘Compromised Bureau of Investigation’. In addition to delay in investigations and building up weak cases against Congress leaders like Sajjan Kumar, it tried closure of cases against another Congress leader Jagdish Tytler though fortunately the Court has disallowed that. In the Coalgate scam also, it allowed tampering of investigation reports by the UPA government despite the apex court directives.”
To expose the misuse of CBI in all such sensitive cases, the Delhi BJP is organizing a mass rally at Talkatora stadium in the Capital on 4 May. Delhi BJP President Shri Vijay Goel, and Shri Ravi Shankar Prasad, senior BJP leader and Leader of BJP in Rajya Sabha will address this rally.

New Delhi, 2nd May, 2013. BJP Delhi Pradesh President has demanded Government of India to provide refugee status to the displaced Hindus who have come to India from Pakistan.
Shri Goel offered a cheque of 10 lakh rupees on behalf of the BJP National President Shri Rajnath Singh. Shri Rajnath Singh has already met these displaced persons in Bijwasan to enquire about their condition. Shri Goel told that in the year 1950, Pandit Jawahar Lal Nehru had given assurance in the Parliament that those Hindus who do not get place to live shall be offered place to live in India. Even after that people have been demanding refugee status to the displaced people displaced from Pakistan.
BJP Delhi Pradesh President has strongly condemned the soft attitude of the UPA Government on the issues of national interest due to which India has become such a state which cannot protect its citizens within the country and outside the country which is a matter of grave concern. During the last 9 years of its rule, UPA has made India a soft state.
Some days ago Shri Sarabjeet Singh had alerted Indian Government about the danger to his life in Pakistan jail and even after that he was allowed killed in Pakistani. On the other hand, we have given enough freedom to separatists like Yasin Malik, who had shared dias with dreaded terrorist Hafiz Sayeed, to stage hunger strike in entire capital of India.
BJP Delhi Pradesh demands that Yasin Malik should not be allowed to stage protest in the capital of the country. We will not allow capital of the country to become a stage of anti national activities.
Now the time has come when in place of talking about these incidents and expressing sorrows, Government should take concrete steps to protect our citizens and discharge its basic duties. Earlier this year, another Indian prisoner Shri Chamel Singh was brutally tortured in the same Kot Lakhpat jail of Lahore where Shri Sarabjit was fatally attacked. More than two third of the Indian prisoners in Pakistan’s jails do not have even consular access which means that we do not even know what is their condition.
Shri Goel added that “as the Congress led UPA government continues with its soft approach, our soldiers are getting beheaded and we have neighbor countries like China encroaching deep into our territory”.

Unjustified auto fare hike of 30% is anti-people policy
New Delhi, May 1 2013: The Delhi Bharatiya Janata Party today strongly criticized the latest decision of Delhi government to substantially hike auto-rickshaw fares in the Capital. The party has termed this move as “anti-people” and demanded that the government should immediately withdraw this unjustified hike.
“Already facing an uphill task in making both their ends meet due to skyrocketing prices, hike in power and water tariffs, the unjustified hike in auto rickshaw fares would make lives of common city residents even more difficult ,” Delhi BJP President Vijay Goel said.
He pointed out that the latest fare hike is a part of the anti-people agenda adopted by Congress government in Delhi, when it comes to providing affordable transport services to citizens of Delhi.
“The government has failed to provide sufficient number of buses resulting in large sections of populations being dependent on auto-rickshaws which are controlled by cartels in the city. Enough evidence has come to light in the past about some financers owning hundreds of auto rickshaws which is not permitted under law.” An auto policy should be formulated that whoever plies the auto with badge should only be allowed to be the owner of auto.
“But the Congress government, instead of breaking these cartels and providing respite to common people from their highhandedness, is going ahead to add large number of more auto rickshaws to the city traffic by opening granting of permit to them. This would lead to complete chaos on the city roads.
“It is ironical that hundreds of buses, bought by the taxpayers’ money, are standing idle in bus depots even as Delhi Residents are struggling to have affordable public transport in the city. It is clear that had the government been plying sufficient number of buses, the menace of the auto rickshaws could be curbed,” Shri Goel said. 11,200 buses were to be issued as per the court orders in 2007 when blueline buses were phased out with 2010 set as a deadline. However, work has been tardy and only 6000 buses are on roads. Due to the huge shortage of buses, people will have to rely more on the autos, and will be forced to pay the increased fare. While spending crores of money on BRTS project, Congress govt. claimed to provide better facilities to daily commuters. But now BRTS project has been suspended while commuters’ worries continue to remain unabated.
He reminded the Delhi government that a few months ago, the Delhi government had announced that all auto rickshaws would have GPS (Global Positioning System) and this would help to report their location in a centralized control room. This was supposed to put an end to enhance safety for travellers.
The transport department does not monitor the movement of vehicles through GPS. The lakhs of rupees so far spent on installation of GPS devices (Rs. 17,500 per auto-rickshaw in 15,000 vehicles) has just gone down the drain. Installation of GPS device is a big scam. The transport department is trying to make one private company benefit from the entire exercise. The government has yet to set up its control room to monitor the movement of auto-rickshaws.
In fact the price fare for auto rickshaws was hiked at that time also to compensate the additional expenses they would have to bear for installing GPS. “But while the commuters continue to bear the burden of overcharging and brunt of unregulated auto rickshaws, none of these tall promises have realized on the ground,” Shri Goel said.

- Vijay Goel addresses Workers Conference in Yamuna Vihar

New Delhi, 1st May, 2013. BJP Delhi Pradesh President Shri Vijay Goel addressed Workers Conference and took out padhyatra in support of BJP candidate from Yamuna Vihar, Asha Tayal. Shri Goel is himself monitoring both the bye-elections from Yamuna Vihar and Nangloi East and has claimed that BJP will win both the bye-elections.
Addressing the workers conference, Shri Goel said that there is no public order in Delhi and it seems that there is nothing like administration in Delhi. There is great acrimony among the people on the issue of water and power. During the last 2 years, power tariff has been increased by 60 percent. Every day agitations are taking place against the nexus between the power companies and Delhi Government. During the last 15 years water supply charges have been increased by 10 to 11 times. Previously the rate was 35 paise per kl. now it is Rs. 35 per kl. 50 percent of the people of Delhi are not being supplied potable water and compelled to drink polluted water.
Shri Goel told that in the elections, the most important work is booth management. There should be at least 10 workers at every booth who can devote their entire time in getting the votes polled. Encouraging the workers he said that the present atmosphere is in favor of BJP. We should take full advantage of this condition. It may be mentioned that on the 5th May polling is to be held for bye-election to Yamuna Vihar Ward No. 256 and Nangloi East Ward No. 43 of the Municipal Corporation. This Karyakarta Sammelan is in connection with final preparations for these bye-elections.
On this occasion, a massive padhyatra was taken out from the venue of conference Mahavar Vaishya Dharmshala to the BJP election office, G-9, Yamuna Vihar. In this padhyatra, about one thousand workers participated which was led by Shri Vijay Goel. The workers were seen full of enthusiasm in the presence of Vijay Goel. They assured Shri Goel that they shall make the party victorious in this bye-election.

New Delhi, 28 April: Shri Vijay Goel today warned Shiela Dikshit government against any hike in the Power Tariff. Speaking at the Akrosh Rally organized jointly by the BJP and various RWA’s of North Delhi Goel announced his plan to have a massive protest at Ramlila Maidan if the government makes any further increase in the already high Power Tariff in Delhi. He said, “I will not stop agitating until this government is uprooted if the people of Delhi are burdened any more by a hike power tariff.
Mr. Goel's plan for at least 30% reduction in Power Tariff in Delhi by bringing in Electricity connection portability where the consumer shall have the option to choose from a bouquet of vendors competing against each other. Goel drew comparisons with mobile phone market to underline the fact that mobile phone services which started as the most expensive services are now the cheapest in the world. He promised to come out with a detailed plan to reduce and manage the power tariff in Delhi. He went on to challenge Sheila Dikshit to implement his plan immediately and bring relief to the people of Delhi.
Mr. Goel further went on to point out that there is no shortage of water supply in Delhi and that the water crises in Delhi is created by utter mismanagement of the Congress government and that the BJP shall bring running water to every house hold in Delhi merely by streamlining the distribution system.
He said that BJP cadre shall uproot the Congress in the next elections with the power of Paper, Pen, Brains and Speech.

A delegation led by BJP Delhi Pradesh President Vijay Goel and Leader of the Opposition in Delhi Legislative Assembly Vijay Kumar Malhotra met the President of India and submitted a Charge Sheet against the Chief Minister of Delhi Sheila Dikshit. It has been demanded in the Charge Sheet that the Chief Minister of Delhi Sheila Dikshit has completely failed in discharging her duties. The Chief Minister and her Government have no right to continue. In exercise of his powers under article 239-AB of the Constitution, the President should dismiss the Sheila Government. The delegation included former Pradesh Presidents Dr. Harsh Vardhan, Shri Vijender Gupta, Legislators Prof. Jagdish Mukhi, Shri Ramesh Bidhuri, National Secretary Aarti Mehra and Pradesh Mahila Morcha President Shikha Rai.
After the meeting which continued for half an hour, the President assured the delegation that he will talk to Prime Minister Manmohan Singh and Home Minister Shri Shinde in this regard.
The delegation of Shri Goel and Shri Malhotra apprised the President about the condition of Delhi. Shri Goel told the President that Law and Order has failed in Delhi. The incidents of rape are increasing alarmingly. Girls and women do not feel safe in Delhi. Not only the political parties but the NGOs and general public are agitating in their streets and even now new cases of rape are being reported. Is the continuance of this Government justified in these conditions?
Shri Goel said that public order in Delhi is disturbed. There is nothing like Government in Delhi. There is deep resentment among the people on the issue of power and water. During the last two years, the power tariff has been increased by 60 percent. Agitations are taking place every day against nexus between power companies and Delhi Government and against increasing power tariff. Water charges have been increased by 11 to 10 times during the last 15 years. Water supplied at 35 paise per kilolitre has been increased up to 35 rupees per kilolitre. 50 percent of the people of Delhi do not get potable water and are compelled to drink such water which is not worth drinking. Some days ago there was fight over getting drinking water in which a person was crushed under the wheels of water tanker. The CAG has found that there is no facilities in the hospitals and private and costly hospitals are replacing the Government hospitals. There is scarcity of medicines, blood, nurses and doctors in the Government hospitals. Nobody wants to send his children to Government schools. People have no option but to get costly education for their children in public schools.
Power, health services and education are being privatized and now privatization of water supply is also on cards.
Shri Malhotra said that the Shunglu Committee appointed by the Prime Minister had indicted Sheila Government for corruption in Commonwealth Games. CAG, PAC and Lokayukta have makes serious comments against Chief Minister Sheila Dikshit, her Ministers for corruption.
Shri Goel said that the people of Delhi know that how much the prices of petrol, diesel, LPG, water, power charges, stamp duty, circle rate, transport fees, GPS have increased during the last 15 years. This year the Lt. Governor in his budget speech had mentioned about saving 30 thousand crore rupees by preventing power theft from 57 percent to 15 percent but why power tariff has been increased?
Shri Goel requested the President to dismiss this Government for failing to maintain public order under Article 239-AB and failing to comply with the provisions of Article 239-AA of the Constitution of India.

New Delhi, April 24.- With the capital of the country forced to bear repeatedly the shameful tag of ‘rape capital’ and the common people bearing the brunt of complete lack of accountability displayed by the Chief Minister Sheila Dikshit and her colleagues in the government, Delhi BJP unravelled a ‘chargesheet’ which makes a fit case for sacking of this government.
“This chargesheet shows that from law and order to power, water, sewage, health, social sector schemes –the Delhi government has proved to be a disaster on all fronts. The city residents should not be forced to bear the burden of this misrule, hence we demand immediate dismissal of this government,’” said Delhi BJP President Shri Vijay Goel.
“It is shameful that even as the city continues to become increasingly unsafe, the Chief Minister has done nothing to improve the situation,” he added.
“The Chief Minister and Congress legislators and ministers always give this lame excuse of the Delhi Police being under the home ministry. But the home ministry is also manned by a Congress minister,” Shri Goel said.
“In fact her own party colleague Home Minister Sushil Kumar Shinde recently exposed her when he categorically said that not even once Sheila Dikshit has asked for Delhi Police to be brought under the purview of the state government. This exposes the double speak of the Chief Minister which is really condemnable,” he added.
The Delhi BJP President said that a delegation of the BJP leaders would meet the President of India to demand sacking of Chief Minister Sheila Dikshit and her government.
“If a government cannot protect its own citizens, it has no right to continue. Today, none of the Delhi residents feel safe. And ironically, the Chief Minister herself is demanding removal of the Police Commissioner even though it is her party which is ruling at the state and Centre.”
Shri Goel said, this demand from the chief minister is an admission that the law and order situation has completely broken down and under the constitutional norms, this makes a fit case for sacking of this government.
To add to the woes of Delhi residents who are feeling unsafe, the Delhi government has been brazenly favouring private power companies for tariff hike. There is documentary evidence now which shows that the government is hand in glove with power companies. The rampant corruption of this government has been exposed. There is complete collapse of water supply and sewage management and health services. In case of transport, the government has been indicted for corruption by none other than the CAG.
In such conditions, this government has lost the trust of the common people and the sooner it goes, the better it will be for Delhi, said Shri Goel.
BJP Chargesheet to sack Delhi Congress government
If the President, on receipt of a report from the Lieutenant Governor or otherwise, is satisfied:
- that a situation has arisen in which the administration of the National Capital Territory cannot be carried on in accordance with the Provisions of article 239AA or of any law made in pursuance of that article; or
- that for the proper administration of the National Capital Territory it is necessary or expedient so to do.
The President may by order suspend the operation of any provision or article 239 AA or all or any of the provisions of any law made in pursuance of that article for such period and subject to such conditions as may be specified in such law and make such incidental and consequential provisions as may appear to him to be necessary or expedient for administering the National Capital Territory in accordance with the provisions of article 239 and article 239 AA.
Lack of safety for women
- According to the latest data of National Crime Records Bureau, out of 53 cities of the country having a population of more than 10 lakh, -Delhi has accounted for 17.6% of Rape cases, 31.8% of Kidnapping & Abduction cases, 14% of Dowry Deaths and 10.1% of Molestation cases. Among these 53 cities, Delhi (4,489 cases) has accounted for 13.3% of crimes against women
- The women-centric policing in the city is almost absent as the number of women in Delhi Police is woefully low at just 7 per cent of the Delhi Police strength. What's worse is that they are usually given routine and inconsequential posts and are rarely seen patrolling the city streets. Shockingly, of the 161 district police stations in Delhi, only one (Maurice Nagar in north campus) has a woman station house officer (SHO), as per available information in December 2012.
- There are 4,809 women officers of various ranks, ranging from constables to inspectors. Delhi Police statistics reveal that there are 72 women inspectors - the rank at which they are made SHOs - but there are hardly a handful of such cops posted as SHOs, and that too at places like the Crime against Women cell, Rithala metro station and New Delhi railway station. Most women officers are found posted at the women help desks at police stations, as PSOs to VIP wives and children or at the 3rd battalion to escort prisoners between jail and court.
The CAG report on Delhi Police has clearly said most of the funds earmarked for modernisation of the communication branch of the Delhi Police were not utilised. Physical implementation of Intelligent Traffic System could not be started due to deficient planning, thereby, depriving users of the benefits of world-class traffic system in the Capital, apart from unfruitful expenditure of Rs.7.5 crore, it said.
Missing Children: The city is not only unsafe for the women and the girls but it has become one of the most dreaded places for children and their parents also as a large number of children in the capital go missing every year. As many as 14 children go missing daily in the city. . In last two years around 7200 cases of children being kidnapped were reported. This is another clear evidence of the unsafe environment in the city.
Bungling in Ladli scheme meant for girls
The CAG audit of the Ladli scheme. Many of the Ladli beneficiaries were automatically dropped from the scheme after their policies were not renewed. Only 73,108 (58.11%) cases were renewed out of 1, 25,808 between 2010-11 and 2011-12. Due to absence of monitoring, the scheme failed to support 42% of the beneficiaries who had enrolled for the scheme after birth but did not renew it. CAG's survey of some girls' only and co-educational schools in the city found that the beneficiaries dropped from 27.17% in 2009-10 to 20.92% in 2010-11 and to 18.30% in 2011-12.
Power
Due to massive hike in power tariffs, the city residents have been forced to come out on the streets to protest. Unfortunately, the chief minister of Delhi reacted by saying that “If you cannot pay higher bills, then better to get your power supply disconnected!” When delegations of hapless citizens tried to meet the CM over this issue, she had another word of advice adding insult to the injury of Delhi citizens as she said, “If you are getting higher bills, then stop using cooler and air conditioners and use only one light and a fan!”
Lokayukta has sent a notice to the Delhi government for allegedly providing undue advantage to Reliance Energy to the tune of Rs 129 Crore.
The CAG has also indicted the Delhi government for rampant corruption in the power sector. The CAG report rapped Delhi Transco Limited (DTL), a Delhi government company in-charge of power, for achieving mere 32.08 per cent target in augmentation of transmission capacity from 2007-08 to 2011-12 and for not being able to recover an amount of Rs.754.83 crore as transmission charge from BSES Rajdhani Power Ltd and BSES Yamuna Power Ltd.
The audit report found DTL to have extended a rebate of `6.81 crore to discoms on wheeling power (transmission costs) which was not allowed by Delhi Electricity Regulatory Commission (DERC).
The CAG also found discoms BRPL (BSES Rajdhani Power Limited) and BYPL to be irregular in their payments of wheeling charges from October 2010 onwards. An amount of Rs.754.83 crore was pending for recovery from them as on December 15, 2012. The national auditor recommended bringing transparency in tax collection so that such losses can be avoided.
Transport
The Transport department has also become the den of corruption. In one of the recent scams involving a sum of no less than Rs 200 to Rs 300 crore, while the contractors who were given contract for clearing fitness of the commercial vehicles have been in jail, no action has been taken against the political masters. Interestingly, this whole proposal was cleared by the Delhi Cabinet.
According to the CAG department of transport (DoT) favoured Delhi Integrated Multimodal Transit System (DIMTS) on many occasions by granting contracts on nomination basis in non-transparent and non-competitive manner. "Though a private company, DoT continued to accord special treatment (to DIMTS) by awarding works on nomination basis in violation of financial norms.
The DoT accepted the proposals as submitted by the DIMTS, without any scrutiny," said the report. "Even when results could not be achieved during the plan period, the DoT, without concurrence of the finance department, awarded the work related to BRT to the DIMTS at a higher rate than that of PWD," added the report.
The report said that there was an irregular expenditure of Rs.9.25 crore (May 2011) to DIMTS without appropriate approval of the finance department, which instructed DoT (in July, 2011) to ask for refund from the company.
The auditor observed that the DoT released Rs.42.89 crore to private operators for operation of four clusters against the revenue collection of Rs.27.41 crore during 2011-12. Even as there is no end to the corruption cases in the transport department, the public transport services continue to be in shambles. Especially in remote areas of outer Delhi and in several unauthorised and resettlement colonies, due to absence of rationalisation of routes, the public transport is hardly available.
Water and Sewage
Delhi residents continue to wait for sufficient water supply even as the Congress government has got itself busy in privatisation of the water supply in Delhi. While the demand for water is 1050 MGD, the Delhi Jal Board has the optimum capacity to supply on 827 MGD. One in every four Delhiite gets 3.82 litre of water a day as against a prescribed 172 litres,
There seems to be clear nexus between the Tanker Mafia and section of the government. Also, the water tariffs have been hiked substantially in the recent time resulting in harrowing time for the common people. 24.8 per cent of the households in Delhi were being supplied water through tankers in the absence of pipelines. Per capita supply to this population was only 3.82 litres per day against a prescribed norm of 172 litres,
The government has completely mismanaged the water and sewage. The CAG says that the Delhi Jal Board (DJB), responsible for the territory's water supply, has added only 1 MGD (million gallons per day) capacity of sewerage treatment plants, while laying about 900 km of sewer line during 2007-12 with an expenditure of Rs 1,634.18 crore.
“The DJB had not prepared any perspective plan for sewage management for XIth five year plan, and could collect and treat only 367 MGD (54%) out of 680 MGD of sewage generated in Delhi,” the report said.
Furthermore, there was a lack of equitable distribution of drinking water within the NCT, the CAG said, “due to lack of reliable data on population and water supplied to different areas,” and the absence of comprehensive metering of water meant that “less than 40% of water produced was billed during last three years.”
Health
In New Delhi’s hospitals, “emergency departments were not providing required services due to lack of essential equipment, medicines and adequate staff,” the report said, adding that “all the test checked hospitals were lacking in facility for purified and clean drinking water.”
More curiously, the CAG said that the 1000-bed Guru Teg Bahadur Hospital and LN (Lok Nayak) Hospital, “have been using ambulances, mainly for miscellaneous purposes instead of for the patients”, apart from the fact that these vehicles did not have “essential equipment for basic life support system”.
Underlining issues at the Directorate of Health Services, the CAG reported that no construction work has started at the land sites for 10 hospitals, ranging in capacity between 60-700, that were allocated between 1997 and 2008.
Poor Tax management
The CAG also pulled up the Delhi government for slow progress of work, non-finalisation of purchase proposals and less release of grants to various organisations in its audit report of state finances.
While the tax revenues of the state increased by 21% to Rs 3,494 crore, the report pointed out short payment of value added tax amounting over Rs 2,321 crore.
CAG has blamed imprudent decision making of the Delhi government in not getting the insurance cover on the basis of current valuation of assets by Indraprastha Power Generation Company Limited, resulting in a loss of Rs 2.33 crore due to under insurance.
The non-tax revenue, which constituted 2.06% of total revenue receipts during 2011-12 decreased by 89% to Rs 3,728 crore over previous year, it added.
Besides, the report also mentioned that about 39% of the audited cable operators in the city failed to pay taxes for the past three years. Moreover, the state department of finance was unable to recover entertainment tax Rs 1.26 crore from 12 cinema hall owners and luxury tax amounting to Rs 9.76 crore from the hoteliers.
Indictments by Lokayukta and Judiciary-
- In 2009, the Lokayukta passed strong strictures against Sheila Dikshit and Rajkumar Chauhan on Rajiv Ratan Awas Yojana. The Lokayukts had recommended the President of India to take action against the two
- In 2010, the Lokayukta again recommended removal of Raj Kumar Chuhan, a minister in Delhi government, for trying to protect a resort.
- In March 2012, the Delhi High Court issued a contempt notice against Directorate of Education
- In October 2012, the Delhi High Court expressed its anguish over the slow pace of work on Yamuna cleanliness
- The judiciary has also taken the Delhi government to task over BRT corridor issue.

Shri Goel said that Chief Minister is responsible for the administration and she wants to escape from her responsibility by holding others accountable. There are provisions in the Constitution in India according to which the President can exercise his discretion and take steps in such situations.
Today the workers of Yuva Morcha took out a Candle March from the BJP Delhi Pradesh Office to the CM residence. They had the pictures of Chief Minister in their hands on which it was written “Failed to protect Delhi women, Responsible for unsafe Delhi, Failed to stop rape in Delhi.” “Dilli me badhte apradh, Balatkar ki doshi, Mukhyamantri Sheila Dikshit.” The demonstrators were stopped by the police in the midway.
A committee has been formed under the chairmanship of BJP Legislator Ravindra Bansal who will prepare charge sheet for submission to the President.

Goel further said that it is Congress’s old habit of accusing other persons for their own mistakes. For the 2G corruption, the Congress has made a scapegoat out of A. Raja, Kalmadi has been hanged for CWG mess and now the Congress is trying its best to project that for the deteriorating security of women in Delhi, the buck stops at the Police Headquarters. Goel questioned is this right kind of democracy, where the bureaucracy alone is held responsible while their political masters go scot free? Can the highest elected political representative like the Chief Minister simply walk away by holding others responsible for her misdeeds?
Goel said that Delhi is reeling under Jungle Raj and this needs immediate intervention to provide much required relief to the people of Delhi.

Under the leadership of BJP Mahila Morcha President Shikha Rai, a massive demonstration was staged at the residence of Congress President Sonia Gandhi by the workers of Mahila Morcha to protest against the failure of law and order in Delhi and the increasing number of incidents of rape in Delhi because the Congress is the ruling party at Centre and Delhi. Reacting to the incident of rape against a minor girl of 14 years by two young men in Shradhanand Colony of Bhalaswa Jahangirpuri, Shri Goel demanded that the persons responsible for the rape of minor girls should be hanged.
Shri Goel has demanded the Police to take following steps to control crime in Delhi immediately.
- Every case should be registered and after the registration of case the Police Stations should ensure that the accused persons are punished and policemen should also be awarded.
- The duties of traffic, investigation and law & order should be separated.
- Every police station should have women police officers and the investigation into the case of atrocities against women should be done by the women police officer.
- Elected representatives and members of the RWA should be included in the Area Committee and not only the SHO and the members of ruling party.
Addressing Jan Aakrosh Rally organized in Dwarka, Shri Goel said that during the last 14 years of Congress rule Sheila Dikshit’s Government of Delhi has only betrayed the poor people of Delhi. Under the 20-point programme the poor people who were allotted agricultural land and some of them given residential plots besides the allottees of 12.5 yards and 25 yards plots in rehabilitation colonies have not been given ownership rights. These allottees should be given free hold rights immediately. Goel further said that when BJP will come to power it will regularize the unauthorized colonies and provide the facility of registry and loan besides other amenities.
Shri Goel also assured that the Lal Dora area of the villages will be extended, problems of water, sewer, roads will resolved and the villagers shall be provided best amenities. The farmers shall also be allowed to construct houses, schools, dispensary etc. on their land. He reiterated that after coming to power, BJP will decrease the power tariff in Delhi by 30 percent.

New Delhi; 20 April: Delhi BJP is organizing a massive rally at Dwarka on 19 April on promise of reducing 30 percent power tariff on voted to power in Delhi. The issue of rape and atrocities against women will be raised strongly.
President of Delhi BJP Vijay Goel today declared that this rally would be addressed by the National BJP President Shri Rajnath Singh and leader of opposition in Rajya Sabha Shri Arun Jaitley.
This rally is primarily to highlight the betrayal tendency of congress government for decades starting from the allotees of the 20-point Programme who have not yet given the ownership rights to their plots and houses even after decades of allotment.
Landless people were given one-acre land each for agriculture and plots on a lease of 15 years but they have still not been given the ownership rights of this land. In year, 1974 and 1985 poor took over these barren lands and converted them into tillable and fertile agriculture land but all their toil is going down the drain since in no land records declaring their ownership is there.
There are 40-50 thousand people in Delhi who were given residential plots on a lease of 15 years under the 20-point program. Extension of these leases has still not taken place and the biggest worry to these people is that these leases might be terminated any moment by the government and they will be homeless once again.
In the Delhi government gazette of 2011 it has been clearly mentioned that due to the lack of facilities there has been a 55 percent reduction in agricultural output.
In case of rehabilitation colonies people were removed from slums and were given 12.5 yards and 25 yards plots but they too are still without ownership rights to these plots.
In case of unauthorized colonies, they are misled and betrayed time and again by promise of complete regularization but they too are in dark regarding the truthful status of their properties. Promises are made but nothing in writing confirming the developmental status of these colonies has reached the inhabitants.
Goel said that primary demand of removal of section 81, 65A and 33 under the 1954 act should be abolished and that villagers should be allowed to construct godowns, schools etc on these lands. Even the demarcation and consolidation of village land records has taken place.

New Delhi, 19th April. Delhi has become unsafe for the women. During the last 14 years of Congress rule, mothers, daughters and sisters do not find themselves safe in Delhi. Incidents of rape and molestation of girls, women are happening almost every day.
Chief Minister Sheila Dikshit has termed ‘Dildar Dilli’ but this is not Dildar rather ‘Balatkar Dilli’. In place of taking concrete steps, Chief Minister is shirking her responsibility by saying to the people that even my daughter is not safe in Delhi.
The way in which a five year old girl was kidnapped in East Delhi’s Gandhi Nagar and raped by her neighbor and the negligent attitude of the police in registering the case and also in trying to suppress it is very much condemnable.
In South Delhi area, three men committed gang rape of a nineteen year old Nepali’s young girl and abandoned her near Moti Bagh. Similarly, in Najafgarh area also two and a half year old girl was raped. In view of all these incidents is not it Balatkar Dilli.
BJP Delhi Pradesh President Shri Vijay Goel has said that a delegation of BJP will soon meet the Home Minister Sushil Kumar Shinde on the issue of law and order in Delhi and the safety of human, if appointment for the meeting is given by him.
In place of accusing others, Chief Minister of Delhi should state that what steps she has taken for the safety of women. Even the foreign tourists visiting her country are advised that they should not go out of their hotels after 6.00 pm in Delhi. One can easily imagine that this has maligned the image of the country and Delhi. Instead of improving the law and order, the Chief Minister is advising the women that they should not go out late in the night. The Chief Minister should take concrete steps to erase fear out of the mind of the people in place of issuing statements and accusing others.

Goel said that the condition of Dalits in Delhi is no better. He Said it is an irony that in the past 10 years though about 2.5 lakhs schedules castes, OBCs, had got themselves enrolled in the Delhi employment exchange, the Shiela Govt. has been able to provide for only 10 thousand jobs. Goel further said, Delhi Govt. had issued 40,000 auto permits but SC category had not badge owners they were force to drive rented autos. Under the JNNURM, where more than 60 thousand houses were to be given to the backward community, but only 189 have been handed over so far. Even today the Delhi government doesn’t have any comprehensive plan for development of Dalits.
Delhi President Vijay Goel, announced that, on coming to power in Delhi BJP will abolish lifting if human waste on heads will be replaced by modern methods.
Scientific and modern gears would be provides to Safai Karmcharis, to prevent death during cleaning of sewers. Safai Karmcharis are on contractual jobs would be regularized. Mr. Goel said that Delhi BJP would provide for free Medical aids, free books to the poor dalits students who can not afford books, tution would be provided to students free of cost. Goel emphatically said that we will celebrate real Ambedkar Jyanti only when BJP would come to power in Delhi and would reduce electricity tariff by 30%.
Leader of the Opposition in Lok Sabha Smt. Sushma Swaraj said that this is a unique program in itself. But more than symbolism, the idea of equality should seep in into each of BJP’s Karyakartas, alone then the essence of Ambedkar would be respected.
The president of BJP Shri Rajnath Singh said that BJP is the only party which celebrates the Ambedkar Jyanti with such enthusiasm throughout the country. He further said that economic and social discrepancy have to be destroyed in order to construct a forward looking India. Mr. Rajnath said that Congress has only used Dalits as vote bank. New Delhi; 12 April 2013- Delhi BJP President Vijay Goel today expressed anguish and grief at the massive fire at Bawana slums cluster. He said that the Delhi government should provide free insurance coverage to all the slum dwellers since this should be the minimum Delhi government can do.
Goel said that due to total neglect and lack of even basic facilities, slums in Delhi have to face tragedies like fire as an annual recurrence. Without properly constructed hutments, people are at a constant threat of life and material. He said that it becomes the moral duty of Delhi government to provide free insurance to all the slum dwellers across the city as it was the Delhi government which had betrayed slum dwellers by not providing them with houses under the Rajiv Ratan Yojna and promised them a slum free Delhi just before the last assembly elections.
Even under the JNNURM, where more than 60 thousand houses were to be given, only 189 have been handed over so far.
Even todat the Delhi government doesn’t has any comprehensive plan for development of these slums and till that time free insurance becomes a necessity to lakhs of such dwellers.
Goel said that he will be talking to the insurance companies to ask about the lowest premium insurance for slum dwellers and so that they can be insured. Describing his anguish & grief as at something which could have been avoided he said that during the last ten years such mishaps have recurred time and again and every time the government has failed to give any proper explanation and reasoning. The government has totally failed to rehabilitate the slum dwellers leave alone any future planning for them and compensation. He demanded the Government to provide sufficient monetary compensation to the victims of fire immediately.
Addressing a huge public gathering of thousands at Yamuna Sports complex in Surajmal Vihar of East Delhi Goel yet again reiterated that if voted to power in Delhi BJP government will reduce the tariffs by up to 30%. Discoms have yet again decided to demand increased tariffs by between 1.6 to 6.1 percent. If government this time succumbs to the pressure tactics of discoms BJP will call a rally of lakhs of people at Ramlila Maidan followed by an extensive agitation.

Power Companies demand for more increase in power tariff.
New Delhi, 9th April. The Discoms had demanded for 1.6 percent increase in power tariff in their accounts submitted with the DERC earlier. But now the power company BRPL has demanded increase of 6.5 percent in place of 1.6 percent on the ground that the previous accounts were unaudited. Shri Goel said that why did the DERC accept such accounts and when the objections have already been received then what is the justification of accepting this demand of the power companies that the tariff should be increased.
BJP Delhi Pradesh President Shri Vijay Goel will meet Chief Minister Sheila Dikshit on the issue of increasing power tariff shortly. He has requested Chief Minister Sheila Dikshit that she should either call all party meeting on the issue of hike in power tariff or provide opportunity to us to place our arguments that how the power companies are looting the people and the DERC is helpless.
Recently the companies are demanding more hike in power tariff than their previous submission to the DERC and on the other hand the power companies are blackmailing by threatening to cut power supply to street lights. Shri Goel has to say that when Delhi Government has about 50 percent share in the power companies then how these companies are harassing the people without the consent of Delhi Government.
Shri Goel said that a meeting of all the three Mayors of Corporations, Leader of the House and Chairman of the Standing Committees will be called to consider the demand of the power companies and it will be decided whether the power companies have to pay the dues to the Corporations or the Municipal Corporations have to pay dues to the power companies.
Shri Goel further said that he is ready to go any person for securing relief to the people of Delhi from the increasing power tariff. Hence he has sought appointment from the Chief Minister. The Office bearers of the RWAs shall also accompany Shri Goel who has sought appointment for 12th April. He said that the Chief Minister will be convinced that the power tariff is on the higher side at present and it should not be hiked rather it should be reduced.

New Delhi, April 7: Massive crowds greeted Delhi BJP president Vijay Goel and leader of opposition Sushma Swaraj at Kisaan Mazdoor Akrosh Rally in Narela, today. The farmers presented the a bouquet of 1st cut wheat from their fields to Vijay Goel and Sushma swaraj.
Addressing the crowd Mrs. Sushma Swaraj promised to Delhi that BJP will fix the Delhi land acquisition rates at 4 times the market value. She also said that the congress government has become a profiteering govt. rather than a welfare govt. She promised that BJP will bring the metro to Narela.
Vijay Goel described the pain of rural Delhi under 14 years of congress misrule. He reported that Shiela Dixit even after 14 years of ruling Delhi does not know the location of Narela, Kanjhawla and Najafgarh and has ignored Rural Delhi completely.
Mr. Goel further elaborated that now the elections are near and Mrs. Shiela Dixit is building roads that will only last in 2 months. He also promised that BJP will not regularize the illegal colonies but will also make sure that land registration and loan facilities are provided in these areas.
Mr. Goel's Rural bonanza included the long standing demands of the area like extension of Lal Dora, Drinking water, Road network and extensive sewage network.
The crowds applauded Mr. Goel when he announced that fresh chakbandi will be ordered and land acquisition rated will be quadrupled and the land ceiling act 81, 65, and 33 will be abolished.

New Delhi, 6th April. BJP will issue a white paper on the problems of villages, farmers and labourers of Delhi. This was announced by BJP Delhi Pradesh President Vijay Goel in a high level meeting of the Pradesh leaders.
Shri Goel told that after massive rally in Bawana, now another Gramin Aakrosh Rally will be held in Narela on 7th April, 2013 in which the problems of the farmers and labourers will also be raised. Leader of the Opposition in Loksabha Smt. Sushma Swaraj, National General Secretary Shri Murlidhar Rao, Pradesh President Shri Vijay Goel, Kisaan Morcha President Shri O.P. Shri Goel said that the present Chief Minister of Delhi Smt. Sheila Dikshit did not care about the condition of villages of Delhi. Now in view of forthcoming Assembly Elections the Congress Government of Delhi has started construction of roads broken during the last 14 years. These roads are being constructed in haste and shall not be completed within two months.
Shri Goel said that after coming to power, BJP will regularize the unauthorized colonies and registration of sell/purchase besides facility of loan will be allowed. The party has already started campaign for Metro in Narela. Rehabilitation colonies shall be given freehold rights and basic amenities. The party will also demand for payment of full wages to the labourers.
Shri Goel also said that Lal Dora area will be extended. The problems of sewer, water and roads will be solved. Land consolidation will be started agian. Compensation for land already acquired will be increased three times. Section-81, 33, 65 of Land Ceiling Act will be abolished. Farmers of the villages shall be allowed to construct houses, schools, dispensaries etc. Employment opportunities will be created in the villages. Farmers shall be provided tube-wells within a month by the BJP.

New Delhi; 5 April: Thousands of protestors led by Delhi BJP President vijay Goel Gheraod the residence of Delhi CM Sheila Dikshit against the fraud whereby the Delhi government had collected 100 Rupee each from slum dwellers for getting the houses allotted to them under the Rajiv Ratan Awas Yojana. Just before the last assembly elections Sheila Dikshit had lured voters by promising them houses. The protest march began from BJP central office at Ashoka road and culminated at the Motilal Nehru raod residence of Delhi CM. Though the demonstration was peaceful and Vijay Goel wanted to present a memorandum to the CM but despite that Goel along with hundreds of supporters were bundled into waiting buses and transported to the Tughlaq Road Police Station after being arrested. The ensuing fiasco resulted in injuring Vijay Goel and Ramesh Bidhuri.
Goel said that he is representing lakhs of people who have been betrayed by Sheila Dikshit and their dream of a cheap house has been shattered by her. Goel said that he has raised this issue many a times even previously too but every time the voice of poor remained, unanswered. Every time the issue was raised, false promises were made but to no avail. More than four lakh houses were to be build under this Yojana but only about 500 were made so far and out of that too only 85 odd have been allotted.
The recent CAG report too which Sheila Dikshit had cleverly tabled on the last day of the assembly session to avoid heat, had clearly indicted Sheila Government on this issue apart from numerous other ones for gross corruption and malpractices rampant in her government. The report said that Delhi Government’s target to construct a whopping 4-lakh low-cost housing units under this Programme but reveals how ill prepared and ill-suited government agencies are to address the city’s housing woes. Flawed tendering processes, delays in identifying land and starting construction, and cost overruns due to completion lags are just some of the defects that the auditor has red-flagged.
Goel said that CAG has declared Sheila government to be lacking behind in all aspects of governing and administration leading to rampant corruption in all sectors of government resulting in swindling of thousands of crores of public money. He said that he was the first one to raise the voice on corruption in CWG and despite the Shunglu committee report which was appointed by none other than the Prime Minister of India Sheila Government didn’t budged and on the contrary raised pitch on mechanisms of Shunglu committee. Like wisely even now after being indicted by the CAG who is appointed directly by the President of India and is the Supreme audit agency of India Sheila Government is saying that these are observations of CAG but will be put to test by the PAC. Such statement from an elected head of a state government translates into nothing else but arrogance on part of Sheila Dikshit.
Other leaders present in the Gherao included MLAs of Delhi assembly Ramesh Bidhuri, Subhash Sachdeva, Jai Bhagwan Aggarwal, Mohan Singh Bisht, other senior leaders of the state R.P.Singh, Ashish Sood, Shikha Rai, Pawan Sharma and thousands of protestors echoed the concern that Sheila Dikshit has lost the faith and mandate of people and has no right to remain clung to the power despite her anti people policies and antics.

New Delhi, 4th April. An urgent meeting of all the 14 District President of Delhi BJP was held at 14, Pt. Pant Marg in which it was decided that the BJP workers would approach all those 4 lakh persons registered under the Rajiv Ratan Awas Yojna of Delhi Government in the year 2007. It was decided to mobilize them for a massive demonstration at the residence of Delhi CM Sheila Dikshit at 10.00 a.m. tomorrow.
Delhi BJP President Vijay Goel said that Congress is a party of leaders who expertise in constructing castles in air. On one hand Rahul Gandhi makes empty emotional appeal for the common man at the CII and on the other hand Sheila Dikshit blatantly violates her promises make to the poor. Goel reminded that Sheila Dikshit had promised 4 lakh houses for the slum dwellers in Delhi, in 2007 just prior to Assembly Elections. For the same, these 4 lakh poor people had to shell out Rs.100 from their pockets to fill the form. But ironically the Delhi Government requested for a sanction of nearly 1 lakh houses from the Central Sanctioning and Monitoring Committee under JNNURM. Of these 44 thousand houses were cancelled because of non availability of hindrance free land. By the time of the audit only 10 thousand houses were made of which only 85 were allotted. Goel said that this is the difference between the prophecy and practice of this Government.
Vijay Goel further added that the Delhi Lokayukta had recommended to the President of India to take action against Delhi CM Sheila Dikshit for misrepresenting facts during the 2008 Assembly Elections. Sheila Dikshit has said that 60 thousand flats were ready to be handed over while she allegedly knew that they were not. Goel said that CAG has exposed the hollow commitments and corrupt practices of Sheila Dikshit in the same line as the Lokayukta had done before. Goel has demanded that appropriate legal action should be taken against the Ministers and Officers of Delhi Government responsible for this criminal negligence.
Sheila Dikshit has betrayed the poor people at the time when they are already suffering due to price rise. They are unable to make both ends meet due to higher prices on all the essential commodities. Goel pointed out that the CAG has rapped the Delhi Government for failing to utilize its funds to check inflation. CAG has said that Rs. 2.50 crores was kept for market intervention to check inflation in essential commodities, but the fund wasn’t utilized.

New Delhi, 2nd April. On the occasion of filing of the nomination papers by Shri B.B. Tyagi for the post of the Leader of the House, Shri Ram Narayan Dubey for the post of Mayor, Shri Mahendra Ahuja for the post of Deputy Mayor, Shri Sanjay Surjan for the Post of Chairman Standing Committee and Shri Sanjay Kaushik for Deputy Chairman Standing Committee for the East Delhi Municipal Corporation before the concerned authorities, BJP Delhi Pradesh President Shri Vijay Goel said that the rotation system according to which the post of Mayor is reserved for one year for woman followed by general and SC candidates their after by rotation is not fair. There is always pressure to change the Mayor. Besides this the term of one year for the post of Mayor and others is insufficient. All the parties should consider this problem and change this system.
Shri Goel said that there should be a positive co-ordination between Delhi Government and the Municipal Corporations. The people of Delhi shall benefit by it. It is regrettable that the Chief Minister Sheila Dikshit does not miss any opportunity to condemn the Municipal Corporation of her own state, in spite of the fact that most of the top executive is appointed by Delhi Government. It is not in the interest of the people.
Shri Goel further said that there is lack of vision in the Government with regard to the functioning of Municipal Corporations. Giving an example he said that in London there is one Councillor for every 1000 citizens whereas in Delhi one Councillor represents about 50 thousand citizens this needs deliberations. Shri Goel has asked how Delhi will become a world class city in such conditions?
On this occasion, Shri Goel said that the outgoing officers have done commendable work especially for solid waste management, street lighting, construction and maintenance of roads and providing corruption free governance. All the sections of society have been given proper representation in the new teams of both the Corporations.

Sheila ignored the decision taken in the office of Chief Secretary
New Delhi, 1st April. Yesterday the Congress workers celebrated the 75th birthday of Delhi CM Sheila Dikshit with great pomp and show. BJP Delhi President Vijay Goel wished her good health and said that people of Delhi expected her to be more concerned with their miseries. It has been raining scams in Delhi during her tenure. In 2010, the CAG and the Shunglu Committee both indicted her and her Government for committing corruption in the projects connected with Commonwealth Games. Again, the CAG has slammed the Delhi Government for corrupt practices adopted in the execution of the much hyped “Signature Bridge Project”.
The CAG has raised serious questions about the use of pre-fabricated steel frames imported from China for construction of Signature Bridge across the Yamuna in East Delhi.
Goel said that it is a serious issue that there is no mechanism with the Delhi Government to check the quality of material and fabrication work being done in China. This raises concern about the safety of the bridge and it is also against the terms of contract. He asked that what was the reason that the Delhi Government had to revise the estimate six times between May 2005 and October 2009 resulting in avoidable expenditure of about 700 crores?
Shri Vijay Goel reminded that the contractor itself had appointed the quality control firm. How is it possible that a subordinate agency may truthfully project the defects?
Shri Goel said that it is not just infrastructural projects which have been marred by corruption but the Chief Minister has failed to provide basic amenities to the people of Delhi. The recent case of Sri Niwaspuri in the posh South Delhi area in which people are being supplied sewer infested drinking water for the last one year. Inspite of repeated complaints by the residents of the area and the representatives of the RWA, the Delhi Government has not heeded any attention to their woes.
Goel took on Sheila Dikshit for her statement on the issue of street lights. Goel said that the Sheila Dikshit was not aware of the facts when she blamed the MCD and spoke in favour of Delhi Government on disconnecting the street lights of North Delhi. He referred to the minutes of the meeting regarding settlement of arrears held on 8th March in the Office of the Chief Secretary, where order was passed that the Discoms will immediately pay any outstanding e-tax arrears and in exchange respective municipal corporations shall clear the arrears within 31st March, 2013. Ignoring of the above said decision the Discom disconnected supply to the street lights in North Delhi at the behest of Chief Minister Sheila Dikshit.
Vijay Goel further said that the Chief Minister who is not concerned about the security of the people of her state and who goes to the extent of saying that her daughter herself is not safe in her state, has no right to celebrate her birthday. He referred to the Delhi Police statistics issued recently that number of serious crimes has increased sharply in Delhi since January 1st, 2013. This paints a very disappointing picture of Delhi.
